DESIRED IMPACT:

To effectively provide and monitor the County's self-insurance programs, insurance policy acquisition (including reviewing and updating), premium payments, group health, life, dental and disability insurance enrollments, Section 125 (pre-tax premium) enrollments and administration, claims handling, Consolidated Omnibus Budget Reconciliation Act of 1986, and Health Insurance portability and Accountability Act administration and records retention.

OPERATIONAL GOALS AND PROGRAMS:

The Risk Management Division investigates and processes claims; reviews and selects purchased insurance policies through the competitive bid process; administers the County's self-insurance programs; and is instrumental in insurance policy acquisition for County-owned buildings and contents, data processing and communications equipment, watercraft, boilers and related machinery, Emergency Medical Service and Sexual Abuse Victims' Examinations malpractice, workers' compensation excess, accidental death and dismemberment, crime bonds, and waste-to-energy facility policies. As one of the steps n the construction contract process, this division reviews insurance requirements and contract specifications regarding certificates of insurance, insurance policies, payment bonds, and performance bonds for compliance with Florida Statutes, and ensures adequate protection for the County.

The Risk Management Division maintains the confidential records of Employee Assistance Program (EAP) participants and assists the Personnel Director with EAP referrals and fitness for duty evaluations, as well as monitoring the Early Return to Work Program for on and off the job injuries/illnesses.


In addition, the Risk Management Division secures the public official bonds for the Constitutional Officers.
