It is recommended that the data herein presented be given formal consideration by the Board of County Commissioners.

 

DESCRIPTION AND CONDITIONS:

 

On November 2, 1999, the Board approved a contract with the firm of Spring Engineering, Inc., to provide engineering services for a route study to determine alternative alignments for Christian Road from Power Line Road and U.S. Route 301, south of Trilby. A draft report identifying three alternatives in addition to the no-project alternative was produced. These were presented to inform the public and gain comments and input in a workshop held August 7, 2001. Pertinent comments were incorporated into the study.

 

Proposed alternative alignments have been analyzed based on safety, long-range planning costs and environmental/property impacts and are briefly described as follows:

 

Alternative One – This alternative would basically follow the existing alignment with additional right-of-way being primarily acquired along the south side of the existing right-of-way from just east of Power Line Road to where Christian turns to the north before connection to U.S. 301 is made.

 

Alternative Two – This alternative would also follow the existing alignment with additional right-of-way being primarily acquired along the north side of the existing right-of-way. This impacts a higher number of improved parcels.

 

Alternative Three – This is the no-project or no-build alternative. Costing zero dollars, it fails to offer solutions to any existing or future problems.

 

The community favors the reconstruction and paving of Christian Road with inclusion of drainage as well as the improvement of its connection to U.S. 301. All attendees were supportive advocates of Alternative One, which either benefited them most, or adversely impacted them least.

 

ALTERNATIVES AND ANALYSIS:

 

Some of the alternatives available to the Board in this matter are as follows:

  1. Approval of Alternative One will permit our consultant to proceed with the engineering design work, rights-of-way maps, property acquisition, and ultimately construction.
  2. Deny approval and allow traffic to continue using the unpaved roadway.
  3. Direct staff as to other action desired by the Board.

 

RECOMMENDATION AND FUNDING:

 

The Engineering Services Department recommends that the Board approve Alternative One.

 

No funding is required at this time.
