A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF PASCO COUNTY, FLORIDA, ENACTING NEW/REVISED FEES FOR DEVELOPMENT REVIEW DIVISION

WHEREAS, under Florida Statutes, Chapter 163, the Pasco County Board of County Commissioners is authorized to enact, amend, and enforce zoning and land use planning regulations; and,

WHEREAS, under Section 903 of the Pasco County Land Development Code, the Board of County Commissioners of Pasco County is authorized to adopt by resolution all necessary fees for the implementation or enforcement of the Land Development Code; and

WHEREAS, the administration of those codes demand a substantial amount of effort and resources by the County for the purpose of determining compliance with those codes; and,

WHEREAS, the County has previously established fees for some of these services by Resolution Nos. 88-45, 84-321, 00-28, and 00-100 and by Ordinance Nos. 05-05, Fills, and Ordinance No. 05-039, Transportation Corridor Management ; and,

WHEREAS, those fees are currently deemed inadequate to cover the costs of providing these services; and,

WHEREAS, the following fee schedule has been developed by County staff to reflect appropriate charges for different applications, determinations, or reviews, based upon staff time to perform the services, reproduction costs, and site visit requirements.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pasco County, Florida, in regular session duly assembled, does adopted the following schedule of fees to be charged by the Pasco County Development Review Division as follows:

 

I.                     General

 

A.      Fees denoted for preliminary, stormwater management plan and report, construction and simultaneous review are based on the following:

 

1.      Content review (as necessary)

 

2.      One (1) technical review with comments generated

 

3.      One (1) follow up technical review

 

Subsequent submittals shall be subject to the revision fee denoted on the schedule.

 

B.     Unless otherwise noted review fees are payable upon development permit application.

 

C.     Where work has commenced without obtaining a permit, the permit application fee shall be double.

 

D.     Simple revisions are those that are for phasing changes, model center relocation, typical construction detail amendments, and other similar submittals as determined by the Division Engineer (Development Review) or the Development Director.
