Welcome to Human Services
Pasco County Human Services provides a variety of general and financial assistance through networking and coordinating services with other governmental entities, non-profit service agencies, and other related community service providers.Services are designed primarily to provide short-term, limited, temporary assistance to families, in accordance with Division rules, regulations and budgetary constraints.

All other community resources must have been exhausted prior to the application process and approval of services.

Programs
  • Emergency Home Energy Assistance for the Elderly Program (EHEAP) - Provides assistance twice a year with past due electric bills for residents 60 or over, who meet established income criteria contingent upon availability of grant funds and meeting eligibility criteria.
  • Emergency Food and Shelter Program (EFSP) - Provides assistance, , during the contract period with past due rent and past due utility bills once during each contract period for residents,who meet established incomeand other eligibility criteria.This service is contingent upon availability of grant funds.
  • Emergency Solutions Grant Program - Provides assistance with past due rent,  past due utility bills, as well as rapid re-housing assistance, once during each contract period for residents who meet established income and other eligibility criteria. This service is contingent upon availability of grant funds.
  • Indigent Burial Services - Pasco County Human Services administers the Indigent Burial Program, which provides cremation for residents who have no life insurance or financial resources to pay for services.Applicants must meet established income, asset, and other established eligibility criteria in order to qualify for services.
State Mandated Programs
  • State Mandated Programs -Medicaid County Billing Pursuant to Chapter 40-9.915, Florida Statutes, each county is required to participate in the cost of providing medical assistance associated with certain items of care and services for Hospital, HMO inpatient, and Nursing Home care for the county’s eligible Medicaid recipients. Payments are made directly to the State of Florida for qualified residents.
  • Health Care Responsibility Act (HCRA) - In addition to the above referenced state mandated program, Pasco County also participates in the Health Care Responsibility Act (HCRA), first enacted in 1977, which requires counties to pay for out-of-county emergency inpatient hospitalization for indigent residents at participating hospitals, at the established per diem rates.Residents must meet all established income, asset and other eligibility criteria.

Information & Referral
The Division staff provide residents with information on and referrals to other available community resources.Residents are also referred to 2 1 1 for additional resource information.

Other Services & Programs
These may be provided, contingent upon budgetary constraints and availability of grants and/ or other funding sources.
