Option 1A is Option 1 phased in over five years beginning with 80% in 2007, 85% in 2008, 90% in 2009, 95% in 2010, and 100% beginning in 2011.
Option 2 includes the costs for county roads and state roads, but does not include interstates or interchanges. This option does include carrying costs and is indexed @ 3.3%/yr.
Option 2A is Option 2 phased in over five years beginning with 80% in 2007, 85% in 2008, 90% in 2009, 95% in 2010, and 100% beginning in 2011.
Option 3 includes the costs for county roads and state roads. It does not include interstates/interchanges, or carrying costs. It is indexed @ 3.3%/yr.
