Multi-year Implementation Plan Amendment
The County is submitting a request to Treasury to amend their Multi-year Implementation Plan. This amendment is the result of changes made to the Port Richey Waterfront Improvement project scope of work. The public has 45 days from the date of this notice to comment on the amendment. The comment period for the Key Vista Shoreline Stabilization Project is now closed. Comments were collected from April 8, 2019 until June 5, 2019. On July 6, 2012 the President signed into law the RESTORE Act which directs 80 percent of the fines levied against BP to be redirected back to the Gulf States. A portion of those fines will be given directly to Pasco County as part of the effort to restore the Gulf of Mexico’s environment and economy. By investing the fines owed by BP and the other parties responsible for the Gulf oil spill into the Gulf region, we can start to heal the economies, the environment and the communities that depend on a healthy Gulf.
The Federal Law, known as the RESTORE Act, created a specific funding allocation Opens a New Window. to the affected states and in particular, a specific designation to the counties effected in Florida. Pasco County Board of County Commissioners formed a local citizen’s advisory board, the Pasco County RESTORE Act Advisory Committee in March of 2013. The committee is chaired by District 5 County Commissioner Jack Marino. The mission of our local council is to provide a community based frame-work of key stakeholders in the creation of the funding priorities and vision for Pasco County. The committee typically meets the first Thursday evening of every month in the BCC Board room.
On August 15, 2014 The United States Treasury released its Interim Final Rules regarding procedures and policies to apply for funds. The RESTORE Act Citizen’s Advisory Committee met on November 20, 2014 and voted to recommend three projects for the initial round of Direct Component funding. Those three projects were then brought before the Board of County Commissioners and approved as part of the Counties initial Multi-Year Implementation Plan (MYIP) on January 13, 2015.

Public comment was held from February 19, 2015 until April 13, 2015. 54 public comments were received. In general the comments favored the Orange Lake Restoration Project, but did not support the other two. On April 21, 2015 the Initial Multi-Year Implementation Plan Opens a New Window. , along with public comment, was taken to the BCC for consideration. The BCC directed the RESTORE Act Advisory Committee to take public comment under consideration and report back. The RAC met on May 7, 2015 to discuss the comments that were received. . The RAC elected to continue to recommend these projects based on substantial support from the public shown during the process and at BCC meetings, the limited amount of funding available, the high ranking of these projects and because the selected projects would have a strong positive benefit to the local Pasco Community. Several recommendations were made to staff, which developed an update MYIP for consideration. Staff worked closely with members of the National Wildlife Federation to address concerns and comments. An updated MYIP was written. The BCC was presented the updated MYIP on June 9th, 2015 during regular session. The Board of County Commissioners unanimously voted to submit the Final Initial Multi Year Plan to the U.S. Department of the Treasury. The Gulf Coast Consortium has released the Stand-up State Expenditure Plan for public comment. Included in this plan is the project input for Pasco County’s allocation of Spill Impact Component funding.
