The Pasco County Metropolitan Planning Organization (MPO) produced a planning study to address rural roads in the northeast part of the county around the City of San Antonio that are popular with recreational bicyclists. The Northeast Pasco Multi-Modal Safety Action Plan (aka The Hills study) investigated current conditions, stakeholder concerns (including bicyclists and local residents), commonly used bicycle routes, options to improve road safety for all users, and their costs and prioritization. The bicycle safety measures the study recommended include engineering solutions, education and enforcement strategies, but focus mainly on engineered solutions – paved shoulders to more safely accommodate bikes, and signage to warn motorists of their presence. The study’s final report was presented to the MPO Board in March, 2018, and was approved. County staff is currently working to implement study recommendations.
