Comprehensive Emergency Management Plan (CEMP) Reviews
Pasco County Emergency Management is responsible for reviewing and approving Emergency Management Plans for licensed healthcare facilities in the County to include:
- Adult Day Cares Opens in New Window
- Assisted Living Facilities Opens in New Window
- Hospitals Opens in New Window
- Nursing Homes Opens in New Window
- Ambulatory Surgery Centers Opens in New Window
- Residential Treatment Centers for Children and Adolescents Opens in New Window
The facilities are required by the Agency for Health Care Administration (AHCA) to have an approved Emergency Management Plan to renew their license annually. Florida Statute 252, the Florida Administrative Code, County requirements, and the AHCA Planning Criteria are utilized to support the approval of plans.
Florida Governor Rick Scott has directed AHCA and Florida Department of Elder Affairs to issue emergency rules (58A-5.036 and 59A-4.1265) to keep Floridians safe in health care facilities during emergencies. Pursuant to the emergency action on 9/16/2017, within the next 60 days, all assisted living facilities (ALFs) and nursing homes must obtain ample resources, including a generator and the appropriate amount of fuel, to sustain operations and maintain comfortable temperatures for at least 96-hours following a power outage. This is based on standards already in place at all hospitals in Florida.

How to Submit Your CEMP:
You may submit your Comprehensive Emergency Management Plan (CEMP) in person at the Pasco County Emergency Operations Center, 8744 Government Drive, Building A, New Port Richey, FL 34654.

Healthcare Fee Schedule
Comprehensive Emergency Management Plan (CEMP) Review Fee:
- Facilities licensed for 16 beds or less = $250.00
- Facilities licensed for more than 16 beds = $500.00
Training / Exercise Fee:
- Fee = $11.71 per bed/chair
*Please note that if your facility requires both a CEMP review and training/exercise participation, you must pay both fees*
