Update 8/28/20 - The much anticipated acquisition of Florida Government Utility Authority’s (FGUA) Lindrick System, by Pasco County Utilities (PCU), is scheduled to occur September, 30, 2021, in the Gulf Harbors & Shamrock Heights communities of West Pasco County. PCU team members are pleased to welcome approximately 5,500 former FGUA customers countywide and are working diligently to ensure a seamless transition by providing project updates on a regular basis. The following proactive steps are intended to ensure community awareness and engagement:
- Acquisition Intent: Pasco County Resolution 19-101 notified the Florida Governmental Utility Authority (FGUA) on February 19, 2019, of PCU’s intent to acquire the Lindrick System as well as assume the associated debt. Related agenda items can be viewed through UT19-0524.
- Minimizing the Overall Impact: Pasco County will continue to work with Stantec Consulting Services, Inc., (SCS) to perform an Acquisition Financial Impact Analysis for the acquisition and integration of the Lindrick System. The analysis to be developed by SCS will provide possible scenarios to minimize the overall impact to future Lindrick Customers and existing PCU Customers. Evaluations of the projected cash flow, PCU expenses, annual renewal and replacement, capital improvements, as well as the debt load, term, and coverage ratio requirements are factors in determining the financial impact.
- Next Steps: Further investigation of the Lindrick System will continue to be conducted by PCU staff in anticipation of a state law required public interest hearing. A Transition Agreement for the Lindrick System will also be drafted by Pasco County and FGUA to establish the path for acquisition.
