The new Citizen Portal is now called “PasCoGatway”.
Using the new Citizen Portal, “PasCoGateway”, https://permits.pascocountyfl.net/CitizenAccess/Default.aspx you will be able to submit all Residential permits including Residential Trades, Additions and Accessory permits on-line. Homebuilders will have the ability to register “Plan on File” and reference them in future submittals.
You will also be able to register your State License and apply for County Contractor License electronically if you haven’t done so already
All Residential Permits will now be submitted and processed through PasCoGateway. All Commercial permit applications will follow the existing process.
We are working on migrating Commercial permit applications to the new platform, and we will communicate the changes accordingly.
There is no change in the documents required for permit applications. The same documents are still required. The main change is that the engineered plans can now be uploaded electronically rather than delivered in person to our offices.
There is no change to the requirement or process for obtaining and providing a valid property address. You will still need to obtain an address from GIS.
All required documents must be uploaded individually and named. The document upload feature allows for drag and drop or browsing option to select files to upload. Multiple files in the same folder on your computer can be selected at one time. Once they are uploaded, you will be prompted to select the appropriate file type and enter a description.
Yes, the plans must be digitally signed and sealed, in PDF format. The signature must be in a verifiable format.
Yes, all parts of the approved permit package, such as Energy Calculations and Site Plans, must be available at the job site for inspectors.
You can use the 11 X 17 printed plans at the site if they were created that way and are fully legible.
No, printed plans do not need to be in color. However, the Plans Examiner’s approval watermark must be visible on each page.
Both credit cards and ACH payments will be accepted online.
If choosing the ACH payment option, you will need to first contact your bank to confirm the account you want to use is set up for ACH (e-checks) transactions.
No, the fees remain unchanged.
No, impact fees do not have to be paid prior to permit issuance. Impact fees must be paid prior to Certificate of Occupancy issuance.
In PasCoGateway, added data security prevents anyone from adding themselves to another person’s permit without authorization. The applicant must first add you as a “delegate” to their account.
The applicant can do this by logging into their account and choosing “Account Management”, then “Add a Delegate”. This will send an invitation to the delegate who must complete the process by logging on and “accepting” the invitation.
Once you are a delegate, you will be able to add yourself as a Field Contact to any of their permits.
Do this by searching for the permit and selecting “Amendment” under the Actions column.
You must be the permit owner or an authorized delegate to schedule inspections.
