Meetings
Meetings are called by the Chair, by written notice signed by four committee members, or by action of the ACAC at a meeting (general or special) with 24 hours notice.
Members
The ACAC consists of 13 members who are residents and registered voters in Pasco County. The Board of County Commissioners (BCC) appoints members based on their interest in County animal control programs. ACAC terms run concurrently with the nominating County Commissioner. ACAC members are selected, as follows:
- 1 member from Pasco Animal Welfare Society, Inc.
- 1 member from Pet Aid Service Society, Inc.
- 1 member from the Florida Department of Health in Pasco County
- 1 member from the county Humane Society
- 1 member from the Sheriff's Office
- 1 member from the Society for the Prevention of Cruelty to Animals
- 2 members shall be licensed veterinarians (one actively engaged in business east of Highway 41 and another actively engaged in a business west of Highway 41)
- 5 members at large, one from each commission district
Purpose
The ACAC acts in an advisory capacity to the BCC on matters involving the County's animal population. The ACAC provides information, advice, and counsel to the BCC with respect to how the County can adequately provide for protection of its animal population, while protecting people in Pasco from unwarranted intrusions by uncontrolled animals.
Purpose
The BPAC makes recommendations to the Metropolitan Planning Organization (MPO) about bicycle and pedestrian issues, and works to promote safety, security, education, and enforcement of laws pertaining to both cyclists and pedestrians. The BPAC also assists the MPO in developing comprehensive bikeways and pedestrian plans and projects for Pasco County and proposing policies for the development of bikeway and pedestrian system considerations.
Membership
The BPAC is comprised of volunteer community members who have technical, professional, or personal interests in providing safe, non-motorized transportation. Both public and private interests are represented, and there is no set number of members. Alternate representatives may be designated to act on behalf of regular members; however, an alternate must be recommended for appointment by a regular member.
Terms
Voting members serve two (2) year, staggered terms which expire on the first meeting of the year (January) following the two-year term. Members may be re-elected to new terms.
Meetings
The BPAC meets regularly on dates scheduled by the Chair or Vice-Chair at locations determined by the BPAC. Meetings generally start at 5:45 p.m.
Purpose
The CAC reviews and makes recommendations to the MPO Board regarding transportation projects, studies, reports, plans, and/or programs. The CAC also evaluates and proposes solutions and alternatives on major transportation proposals and critical transportation-related issues, provides a forum for the discussion of community needs and values relative to planning goals and to future land use and transportation decisions, promotes comprehension and understanding of the transportation planning process, and disseminates committee knowledge of the transportation planning process to local citizens.
Membership
CAC membership is composed of at least nine (9) appointed persons whose membership consists of a broad cross-section of local residents with an interest in the development of an efficient, safe, and cost-effective transportation system. CAC members are nominated by each MPO Board voting member and all members must be residents of the jurisdiction he/she represents. Each of the five Pasco County commission districts, the cities of Dade City, New Port Richey, Port Richey, and Zephyrhills are represented by one (1) primary and one (1) alternate CAC member.
Voting members serve three (3) year terms. Members may be re-elected to new terms.
Meetings
The CAC meets regularly on the first Wednesday before scheduled MPO Board meetings. Meeting locations rotate between locations in eastern, central, and western Pasco County. Meetings start at 9:30 a.m.
Mission
To ensure the health and safety of the people in our community through awareness, education and advocacy efforts.
Vision
To work toward a day when no person within Pasco County is compelled to work or engage in a commercial sex act against their will.
Purpose
The Pasco County Commission on Human Trafficking: 1) promotes public awareness of the existence of human trafficking within Pasco County, the Tampa Bay Region and throughout Florida; 2) establishes, through relationship-building within the community, education programming opportunities for the public and key industries to recognize the indicators of human trafficking and learn to report suspected human trafficking, and to provide education generally through its members; 3) advocates strategies, financially and otherwise, to aid rescued victims/survivors of human trafficking; and 4) supports and promotes the work of other individuals and organizations that further the purpose and work of the Commission.
Membership
The Pasco County Commission on Human Trafficking is comprised of individuals from the following sectors, identified as being critical in combatting human trafficking:
- A County Commissioner
- Two representatives of the Pasco County Sheriff’s Office with one representing certified law enforcement and the second representing child welfare expertise and/or advocacy
- Pasco County School District
- Community/Victim Services Advocate
- Tourism/Hospitality Industry
- Medical and/or Behavioral Health Profession
- Faith-based Community
- Anti-Human Trafficking Community Advocate (must work for an anti-human trafficking organization)
- Business Sector
- Survivor of human trafficking
- Professor/researcher from a local institution of higher learning
- Member at large (from any segment identified above)
Notice of regular or special meetings of the Commission, and the time and location of each meeting, are published on Pasco County's website and the Commission’s website. The Commission establishes a schedule of regular meetings, which are held at least every other month. A schedule of each year's regular meetings is distributed to all members in December of the preceding calendar year. The Chair may call a special meeting of the Commission on his/her initiative and shall call a special meeting at the request of any four (4) members.

Purpose
The Pasco Board of County Commissioners established the Commission on the Status of Women (CSW) September 13, 2016, to serve in an advisory capacity to county commissioners, the county administrator and the community with respect to all matters pertaining to women.
Vision
For Pasco to become Florida’s premier county for women of all ages to achieve their fullest potential.
Mission
To elevate the status of women through community collaboration.
Membership
The CSW is comprised of 15 members, 10 of which are nominees from the following categories:
- Minority Affinity Groups – 2 Nominees (accepting applicants)
- Non-Profits – 3 Nominees (accepting applicants)
- Health and Wellness – 1 Nominee
- Legal – 1 Nominee
- Law Enforcement – 1 Nominee (accepting applicants)
- Higher Education – 1 Nominee (accepting applicants)
- Early Childhood through Secondary Education – 1 Nominee
In addition, each county commissioner appoints a member to the CSW. Members of the CSW must be permanent residents of Pasco County and can't serve for more than 8 consecutive years. Meetings
The Commission on the Status of Women meets the first Monday of every month (unless otherwise noted, and excluding federal holidays) at 2 p.m.

Members
Each member appointed to the Council shall have an interest in cultural affairs as evidenced by a significant contribution to the arts, including but not limited to, music, theatre, dance, photography, literature, media arts, art galleries or museums, or to culture/historical societies in Pasco County or the Tampa Bay Region. Geographical representation (east, west, and central sections of the County) shall be considered in appointing members. The Council shall be composed of five (5) members and be appointed by the Board of County Commissioners.
Membership Terms
Initial terms of the members of the Council and all others shall be staggered so that the terms of two members shall be one (1) year, and all others shall be two (2) years. After the initial staggered terms, member terms shall be for two (2) years. Members shall be eligible for reappointment.
Purpose
The mission of the Pasco County Cultural Affairs Advisory Council (Council) is to provide cultural opportunities to the community through integrated and collaborative actions and seek to establish Pasco County as a cultural destination.
The Council shall:
- Advocate for the arts and culture by encouraging the study and presentation of arts and cultural activities within Pasco County.
- Provide recommendations to the Board of County Commissioners on matters pertaining to artsand culture in Pasco County.
- Encourage residents throughout Pasco County to participate in and appreciate arts and culture.
- Encourage public interest in Pasco County's cultural heritage and expand the County's cultural resources.
- Apply for grants available through the Florida Division of Arts and Culture, Florida Humanities Council, and other grant agencies including private foundations.
- Establish an awards program that recognizes cultural programs, workshops, and events in Pasco County.
Purpose
Pasco County Construction Board (PCCB) members serve 3-year terms and have the jurisdiction and authority to hear and decide alleged violations of Pasco County Codes & Ordinances. The PCCB also has other enforcement responsibilities as specified by any other Code or Ordinance of Pasco County or as assigned by a resolution of the Board of County Commissioners (BCC). The PCCB issues written orders regarding all decisions.
The Construction Investigation area investigates construction-related Customer Service Requests, such as unpermitted work, unlicensed work, and violations of Florida Building Code, Florida State Statutes, Florida Administrative Code, Code of Federal Regulations, Pasco County Land Development Code and Pasco County Code.

The PCCB's Orders are Judicial Orders that supersede any/all other timelines or scenarios available to normal construction activities. Only this Board can amend this Board Order. No other County Department or employee can alter, change or amend this Board Order.

Meetings
The Educational Facilities Authority (EFA) does not conduct regularly scheduled meetings. Meetings are held as deemed necessary by the Authority.
Membership
The EFA is composed of five members appointed by the Board of County Commissioners. One member shall be a trustee, director, officer, or employee of an institution for higher education and the remaining members shall be members from various sectors of the community appointed by the Board of County Commissioners. The EFA also appoints an Executive Director who is not a member of the EFA.
Membership Terms
Members of the EFA serve for five-year terms.
Purpose
The EFA was established by the Board of County Commissioners because it felt that the County's youth did not have the fullest opportunity to learn and develop intellectual and mental capacities due to a shortage of educational facilities or projects at institutions of higher education within the County.
Meetings
The Emergency Services Advisory Board (ESAB) does not conduct regularly scheduled meetings. Meetings are held as deemed necessary by the authority.
Membership
The ESAB is composed of five community members, preferably from the medical community, recommended by each County Commissioner. Where possible each appointed member shall be involved in the practice of emergency room medicine or hospital management. Non-medical appointees shall include the following:
- County Administrator or his designee
- Medical Advisor to the Pasco County Emergency Services Division
- Medical Director of the Pasco County Health Department or his designee
- President of Pasco-Hernando Community College or his designee, provided said college continues to operate an EMS/Paramedic Training Program
Membership Terms
The Terms of the ESAB members run concurrent with the nominating Commissioner. A member may be replaced or reappointed upon approval of the Board of County Commissioners.
Purpose
The ESAB was established by the Board of County Commissioners for the purpose of obtaining community input into the operation of the Emergency Medical Services Program.

Membership
The Environmental Lands Acquisition Selection Committee (ELASC) is comprised of 11 volunteer members, appointed by the Board of County Commissioners (BCC):
- 1 member with expertise in government affairs
- 1 member with ties or membership in an environmental-based nonprofit organization
- 4 members with expertise in at least one of the following fields:
- Business
- Finance
- Real estate
- 5 members with a bachelor's degree in natural or environmental sciences
- No more than 3 members can be non-residents of Pasco County
Membership Terms
Initial membership is for a term of one, two, or three years. New members are appointed as the terms of Board of County Commissioners expire. This happens at the November meeting when the board appoints its new Chair. New members elected at the November meeting serve for three years.
Purpose
The BCC established the ELASC in 2004 to review nominations submitted to Pasco County for the acquisition and protection of environmentally sensitive lands. These nominations are placed in a nomination pool for ELASC members to review. ELASC recommendations are presented to the Board of County Commissioners for approval or denial.
Purpose
The Food Policy Advisory Council (“FPAC”) was established by the Board of County Commissioners on May 19, 2015 for the purpose of supporting an equitable, resilient, local food system in the County and to facilitate the review of responsible policies that improve the access to culturally appropriate, nutritionally sound and affordable food produced in the County. It will provide credible, well-conceived community food policy advice that can dramatically reduce instances of chronic disease and obesity, preserve agricultural lands, promote agricultural uses throughout the County, and assist in the development of new businesses in the food system sector.
Membership
The FPAC is composed of up to nine (9) members appointed by the Board of County Commissioners and be comprised of:
- A farmer residing and farming in Pasco County
- A health care professional employed by the Pasco County Department of Health
- A food/nutrition professional employed by the District School Board of Pasco
- An academic professional specializing in cultural studies/ecology employed by a local university or higher education institution
- A local representative from an established farmer’s market
- An attorney practicing in Pasco County with experience in food systems
- A representative from a not-for-profit organization within the food system sector operating in Pasco County;8. A professional employed by the University of Florida’s Institute of Food/Agriculture
- Science (“IFAS”) program working in Pasco County’s Cooperative Extension Program; and
- A representative from a grocer/distributor industry
Terms
Membership on the FPAC shall be for a term of two (2) years.
Meetings
FPAC shall meet at a minimum quarterly or more frequently as agreed upon by a majority vote of the members. A Pasco County Planning/Development staff member shall provide support based on his/her availability.
Meetings
The Greenways, Trails and Blueways Advisory Committee (GTBAC) does not conduct regularly scheduled meetings. Meetings are held as deemed necessary by the committee.
Members
The GTBAC is composed of nine voting members appointed by the Board of County Commissioners. Members of the GTBAC shall represent various interests and areas of expertise that will further the planning, establishing, improving, and maintaining of greenways, trails, and blueways, including, but not limited to:
- Conservation
- Ecotourism
- Equestrian organizations or businesses
- Kayak or canoe organizations or businesses
- Representatives of bicycling organizations or businesses
- Walking and/or hiking organizations
- Membership Terms
- Membership on the GTBAC shall be for a term of three years. Members absent from three consecutive meetings shall be dropped from membership. Vacancies are filled as they occur.
Purpose
The GTBAC was established by the Board of County Commissioners for the purpose of reviewing and making recommendations on trail connectivity and design, development of a Greenways, Trails and Blueways Master Plan, and implementing ordinances prepared by County staff or consultants at the direction of the Board of County Commissioners.
On February 22nd, 2022, the Pasco County BOCC signed an ordinance that created and established a MSBU for GHNP. The GHNP MSBU Advisory Committee adopt rules of procedure and/or bylaws for the MSBU.

Members
The HFA is composed of five voting members appointed by the Board of County Commissioners. Members of the HFA must be residents of Pasco County.
Membership Terms
Membership on the HFA shall be for a term of four years. Vacancies are filled as they occur.
Purpose
The Health Facilities Authority (HFA) was established by the Board of County Commissioners for the purpose of assisting health facilities in the acquisition, construction, financing, and refinancing of their projects within the County to ensure that the citizens of Pasco County have access to adequate medical care and health facilities to improve their health and living conditions.
Meetings
The Health Permits Board (HPB) does not conduct regularly scheduled meetings. Meetings can be requested by an individual who is denied a permit.
Members
The HPB is comprised of seven voting members, appointed by the Board of County Commissioners:
- Five members of the community, which shall include two members of the Pasco Restaurant Organization
- The Administrator of the Consumer Affairs Division
- The Director of the Pasco County Health Department
Membership Terms
Members of the HPB serve until removed or they resign. Members who miss two consecutive meetings shall be removed from the Board. Vacancies are filled as they occur.
Purpose
The HPB was established by the Board of County Commissioners for the purpose of conducting hearings and rendering binding decisions relevant to the issuance, denial, or revocation of any County permit issued by the Health Department.
The Jobs and Economic Opportunities Committee (JEOC) was created March 24, 2015. The JEOC consists of volunteer members appointed by the Board of County Commissioners, representing a group of professionals from diverse industries. This committee requires a minimum of 5 members and maximum of 9 members.
The purpose of the JEOC
- Receive updates on the status of projects funded through the JEO Trust Fund Program
- Receive quarterly updates on JEO Trust Fund revenues and expenditures
- Hear and make recommendations on JEO Trust Fund Program marketing initiatives and campaigns
- Present an annual report to the Board of County Commissioners as to whether the JEO Trust Fund Program is progressing in the desired direction

Meetings
The Law Library Board of Trustees does not hold regularly scheduled meetings.
Members
The Board of County Commissioners appoints a Board of Trustees for each Law Library. Each Board of Trustees consists of three practicing attorneys. Recommendations for appointment to the Board of Trustees for the East Pasco Law Library are made by the Pasco County Bar Association and from the West Pasco Bar Association for the West Pasco Law Library.
Membership Terms
Trustee members on each board serve staggered terms of three years.
Purpose
There are two Law Libraries in Pasco County. The East Pasco Law Library is located in Dade City and the West Pasco Law Library is located in New Port Richey. The Law Libraries were established by ordinance for the use of the Board of County Commissioners, the officers of the court system, members of the Bar Association, and the general public. Both libraries are operated by a Board of Trustees. Both Law Libraries are funded through filing fees collected by the Clerk of the Circuit Court for civil lawsuits.

- The Library Advisory Board (LAB) is composed of nine members who are registered voters. Members of the LAB are appointed as follows:
- 1 member appointed by the Mayor and City Council of the City of Dade City
- 1 member appointed by the Mayor and City Council of the City of Zephyrhills
- 1 member appointed by the Mayor and City Council of the City of New Port Richey
- 1 member (at-large) appointed by the Libraries Director
- 5 members appointed by the Board of County Commissioners (each commissioner will appointment one member)
Membership Terms
Terms for members of the LAB appointed by the Board of County Commissioners shall run for the same duration as the commissioner who makes the appointment. Terms for members appointed by a municipality and the at-large member shall serve for three years.
Purpose
The Library Advisory Board (LAB) was established by the Board of County Commissioners to develop and implement sound programs for the County’s library system through mutual cooperation with state, county, and city governments and agencies. They also coordinate efforts with non-governmental organizations interested in library facilities and services. The LAB advises and makes recommendations to the Board of County Commissioners on policy matters regarding the county library system.

- The Library Cooperative Advisory Board (LCAB) is composed of one representative from each of the following:

- 1 representative from the Pasco County Library Advisory Board as well as the Library Director of the Pasco County Library System
- 1 representative from the Zephyrhills Public Library Board as well as the Library Director of the Zephyrhills Public Library
Purpose
The Library Cooperative Advisory Board (LCAB) was established in 1999 by an Interlocal Agreement between the Pasco County Library System and the Zephyrhills Public Library for the purpose of enhancing and expanding the coordination of equal access to public library services and programs and provide consistent plans, programs, policies, and procedures in the operation, maintenance, development of library services, and administering funds received from participating libraries (other than the Pasco Library System) to benefit all Pasco County residents. The LCAB studies the aforementioned items and makes recommendations to the Board of County Commissioners.
Purpose
On July 12, 2011, the Board of County Commissioners (“BCC”) adopted Ordinance No. 11-08 creating a Mobility Fee system to replace transportation concurrency and associated transportation impact fees in Pasco County. The ordinance requires an update and re-evaluation of the Mobility Fee Study every three years and the Mobility Fee Update Advisory Committee (MFUAC) was established by the BCC on February 25, 2014 for that purpose. The primary duties of the MFUAC shall be to advise the BCC on all matters pertaining to the 2014 Mobility Fee Update.

- The MFUAC is composed of up to thirteen (13) members representing the following general categories:
- Two (2) citizen representatives.
- One (1) Board of Realtors representatives.
- One (1) Engineering/Planning Professional.
- Two (2) land owner/developer.
- One (1) land use attorneys.
- One (1) Urban Land Institute District Council member.
- One (1) transportation engineer professional.
- One (1) financial industry professional.
- One (1) building industry representative.
- One (1) Tampa Bay Builders Association member.
- One (1) Pasco Economic Development Council member.
Terms
Terms for members of the MFUAC appointed by the BCC shall run for a term of one (1) year and the BCC may appoint alternate members as necessary.
Meetings
The MFUAC shall meet on an “as-needed” basis.
The purpose of the Opioid Task Force is to serve as an advisory body to the Pasco County Board of County Commissioners to recommend expenditures of Regional Funding; ensure the County meets requirements under the Memorandum of Understanding; and develop an Abatement Plan for the County. Members of the task force are individuals from key organizations throughout the community that have a vested interest in the reduction of opioid misuse and substance abuse.
Overview
Formed in August 2021, the Opioid Task Force (OTF) recognizes the serious public health problems associated with the opioid epidemic impacting Pasco County. The OTF works with public and private partners to make recommendations that ensure that our community works collectively to gather data about the nature, extent, and problems being faced in the county; receive and report recommendations from other government and private entities about activities that should be undertaken to abate the opioid epidemic; and make recommendations to the Board about steps, actions, or plans that should be undertaken to abate the opioid epidemic in Pasco County.
Serves as am advisory body to the Pasco County Board of County Commissioners to:
- Recommend expenditures of Regional Funding
- Ensure the County meets requirements under MOU (The Florida Plan)
- Develop an Abatement Plan for the County (Community Abatement Plan)

Opioid Treatment, Prevention, and Recovery Fund
The Fund will award grants to community-based organizations that engage residents affected by the opioid epidemic through programs in substance use disorder treatment, overdose prevention, substance misuse awareness and education, and harm reduction, in addition to holistic programs that address collective trauma and stigma associated with substance use and promote mental well-being for communities and community-based workers in the substance-use disorder field.
Funding will be provided for evidence-based practices for the treatment, prevention, and recovery of substance use disorders in Pasco County. Funding requests must be consistent with the Community Abatement Plan and with Schedule A - Core Strategies, as stipulated in the Florida Plan.
Year two of the Opioid Treatment, Prevention and Recovery Fund to support programs and services for people impacted by the opioid crisis in Pasco County is back. Community projects seeking grant funding may apply between May 1, 2024, and June 31, 2024.

The Pasco-Hernando Workforce Board (PHWB) meets quarterly, with sub-committee meetings scheduled during the remaining months. Meetings may be attended in person or virtually.

The organization is governed by a Board of Directors in accordance the Workforce Investment Act of 1998 (WIA) and its replacement, the Workforce Innovation and Opportunity Act (WIOA), and Florida Statute 445.007. The Pasco-Hernando Workforce Board, Inc. is a not-for-profit organization that serves Pasco and Hernando counties by administering local workforce development and welfare reform programs through state and federal initiatives. PHWB is one of 24 Local Workforce Development Boards in Florida operating under the governance of CareerSource Florida, Inc.

The Personnel Board is composed of five members nominated by the commissioners.
Purpose
The Personnel Board was established to serve in an advisory capacity in the administration of the County’s Career Service System for the management of County staff. The Personnel Board has the following functions:
- Advises and assists the Personnel Director in fostering the improvement of personnel standards in the Career Service System
- Advises and counsels the County Administrator on aspects of personnel administration
- Hears appeals in cases of any regular Career Service System employee (and has the power to administer oaths, call witnesses, and compel the presentation of books, records, and papers pertinent to any investigation or hearing)
- Hears discrimination appeals
- Makes annual reports as needed to the Board of County Commissioners concerning Personnel administration
- Makes inquiries and studies as necessary concerning personnel administration and makes recommendations regarding same
- Renders advisory opinions to the County Administrator on personnel matters brought before the Personnel Board
- Represents the public interest in the improvement of personnel administration in the County Service
The Planning Commission (PC) serves as the Local Planning Agency (LPA). The Board of County Commissioners (BCC) designated the PC as the LPA and the PC has all the functions, powers, and duties as set forth in Section 163.3174, Florida Statutes. The PC is the final decision-making body on Special Exception applications. The PC holds public hearings and transmits to the Board of County Commissioners (BCC) recommendations on zoning district amendments, conditional use applications, proposed MPUD Master Planned Unit District zoning amendments, Operating Permit Applications, and certain appeals, including appeals from administrative variances pursuant to Section 407.3 of the Land Development Code (LDC) and alternative standards that have not been approved by the County Administrator or designee pursuant to Section 407.5.D.2. The PC hears and issues final determination on variance requests pursuant to the requirements of the LDC.

Purpose
The Public Safety Coordinating Council (PSCC), a successor to the Pasco County Correctional Facilities Authority, was established by the Board of County Commissioners as required by state law to assess the population status of all detention and correctional facilities owned by or contracted by the County. The PSCC formulates recommendations to ensure that the capacities of such facilities are not exceeded. These recommendations include assessments of the availability of pre-trial intervention or probation programs, work-release programs, substance abuse programs, gain-time schedules, applicable bond schedules, and the confinement status of inmates housed within each facility. The PSCC may also be asked to develop a Local Public Safety Plan for future construction needs which must cover, at the minimum, a five-year period. Should the County contract to receive community corrections funds for its community corrections programs, the PSCC would be required to develop a Comprehensive Public Safety Plan for the County.
Purpose
The purpose of the board is to advise and make recommendations to the Pasco County Commissioners with regard to the services set forth in the MSBU Ordinance and the budget for those services. The services to be provided by the MSBU shall be limited to mowing, fertilizing, clearing, pruning and maintenance of open space and drainage areas and to the procurement, replacement and maintenance of signage that complies with applicable County Code and State law located or to be located in the open spaces within the MSBU. The Chairman of the advisory board shall then forward any decisions regarding additional services to the Board of County Commissioners for their consideration. The advisory board chairman shall be the only liaison with the County staff regarding matters of the MSBU.
Membership
The members shall serve staggered terms of four years. The terms shall commence on the 1st day of October in the year appointed and end on the 30th day of September in the last year of the term. However, members shall continue to serve until a successor is appointed. Each member shall be a resident of Pasco County and shall be a property owner within the boundaries of the Quail Hollow MSBU; provided, however, one member may be a non-resident who is a property owner within the boundaries of the Quail Hollow MSBU.

- Six members shall be persons who are involved in the tourist industry and who have demonstrated an interest in tourist development. Not less than three, nor more than four, shall be owners or operators of motels, hotels, recreational vehicle parks or other tourist accommodations located in the county.
- The Chairman of the Board of County Commissioners appoints a Commissioner to serve as Chair of the TDC.
- Two members shall be elected municipal officials, one of which shall be from the most populous municipality.

Value Adjustment Board (VAB) meetings are held pursuant to F.S. 194.032.

The VAB is composed as follows:
- 1 member of the School Board
- 2 citizen members, one of whom is appointed by the Board of County Commissioners and must own homestead property within the County, and one appointed by the School Board who must own a business occupying commercial space located within the school district
- 2 members of the Board of County Commissioners, one of whom is elected as Chairman
Membership Terms
There is no specific term period for VAB members. Members may be temporarily replaced by other members of the respective boards on appointment by their respective chairpersons.
Purpose
The VAB was established by the Board of County Commissioners as required by law to hear petitions relating to property value assessments, complaints relating to homestead exemptions, appeals from denied exemptions or disputes arising from exemptions granted, and appeals concerning ad valorem tax deferrals and classifications.
Purpose
The purpose of the Committee is to advise the BOS on various District matters such as District Manager selection and performance, District revenues and expenses, District infrastructure and funding, and other matters as deemed appropriate by the BOS.
Membership
The Committee is composed of seven (7) members appointed by the BOS. Each Supervisor appoints one (1) member to the Committee. The remaining two members are appointed by a quorum of the BOS based on the recommendation of the Supervisor whose district includes lands within the VOPH. Each member shall either reside or own property within the District. A designated representative from a partnership, trust, limited-liability-company, corporation, or other business entity owning real property within the District shall be entitled to serve as a Committee member even if such business entity designee is not a resident or property owner within the District.
Until 2027 at least four (4) of the Committee members shall be representatives of the Pasadena Hills Property Ownership Group, a group that participated with the County in the financing and development of the Pasadena Hills Area Plan and Pasadena Hills Financial Plan. The remaining three members of the Committee must reside within the District unless less than three (3) qualified residents of the District wish to serve as members of the Committee.
Terms
The five (5) members appointed by an individual Supervisor shall serve terms co-extensive with the term of the Supervisor making the appointment. The remaining two (2) members of the Committee who are appointed by a quorum of the BOS shall serve four (4) year terms. Vacancies shall be filled in the same manner as the original appointment was made but the successor Committee member shall only serve for the balance of the unexpired term unless re-appointed to the Committee.
