Facilities Management
The Facilities Management Department provides a wide range of services for County buildings and properties, while meeting the needs of the citizens and all who visit our community. The department is organized into three divisions; Real Property and Planning, Construction and Renovation, and Operations and Maintenance. The department's purpose is to "serve as a foundation for success". Overall, the department operates through an integrated work management system that is referred to as the Facilities Life Cycle.
Construction and Renovation oversees capital projects and non-capital improvement projects (Non-CIP) for the construction, renovation, expansion, and remodeling of future and existing County buildings. The division works with stakeholders, architects, engineers, and contractors to manage all aspects of projects from initiation through close out.
Construction and Renovation Division - Ensures that all capital and non-capital projects are designed and constructed to meet the stakeholders and contractual requirements. Through a team of project coordinators, project managers, and construction specialists, the Construction and Renovation division oversees numerous County projects. This team ensures that all of the specifications are being met on all of the County's projects.

The life cycle of the Facilities Management Programs include the following:
- Real Property and Planning Division - Ensures the real estate needs of our diverse and growing community are met in the most cost-effective manner through efficient Life Cycle Management of County property.
- Construction and Renovation Division - Ensures that all capital and non-capital projects are designed and constructed to meet the stakeholder's and contractual requirements
- Operations and Maintenance Division - Ensures maximum sustainability for all County-owned buildings and equipment with safe and cost-effective services for the Citizens and occupants.
Pasco County Government Facilities Master Plan CGL, in association with Moss Construction, was retained by Pasco County to prepare a 20-year master space and facilities plan for various government departments and offices located throughout the County. As a result of continued growth and the broad service area that the County maintains, Pasco County is confronted with the need to review and update facility space allocations to adequately house and perform County government functions.
The Facilities Master Plan (FMP) was accomplished in two phases:
The first phase focused on providing space standards and sound forecasts for the Pasco Sheriff's Office and Judicial Services Organizations (Judiciary, State Attorney, Public Defender, Clerk and Comptroller, Guardian Ad Litem, Misdemeanor Probation, and Court Administration). These studies comprised the Pasco County Criminal Justice Facilities Master Plan (PDF).
The second phase focused on providing space standards and sound forecasts for all remaining Pasco County Constitutional Offices (Supervisor of Elections, Tax Collector, Property Appraiser) as well as all departments serving under the direction of the Board of County Commissioners. These studies were compiled to create the Pasco County Government Facilities Master Plan (PDF). Lastly, the two plans were unified to create a comprehensive Phased Implementation Schedule as the roadmap for when and where to locate future facilities.
